Struct HashableSamplerCreateInfo 

struct HashableSamplerCreateInfo(SamplerCreateInfo<'static>);

vk::SamplerCreateInfo is not hashable, so we wrap it in a newtype that is.

We use OrderedFloat to allow for floating point values to be compared and hashed in a defined way.
