Various flags that control attributes of the context and/or surfaces created from that context.
These roughly correspond to: https://www.khronos.org/registry/webgl/specs/latest/1.0/#WEBGLCONTEXTATTRIBUTES
There are some extra surfman
-specific flags as well.
